You can pick up “The Wandering Merchant” wish from the quest board at the First Shrine, which sits inside the Songclave area. In other words, head to the northeast through the Choral Chambers until you reach the small, seemingly abandoned town.
Enter the building there, remove the silk to unlock the bench, and leave. Shortly after, the Caretaker will appear and scold you for the noise. If the quest board doesn’t show up immediately, respawning will usually make it appear.

Your objective is simple: find Jubilana, who’s hiding further west in the Choral Chambers. However, she’s tucked into the background and only reveals herself after you clear a small room, so follow these steps.
From the First Shrine, take the lower road to the left. Go through the doors with the switches and move past the steam chambers until you reach a large room with platforms. When you see it, drop down.
If the hatch in that area is still closed, hit the lever on the right to open it. Then drop down two more times. Near the bottom of the big chamber, take the left path shown below.
Alternatively, if you start from the Grand Bellway station, head west and cross the hanging platforms until you reach the same level. Enter the left-hand room on that level and clear the two standard enemies inside.
After defeating the enemies, Jubilana will jump out of hiding. That’s all you need to do to complete the wish; she’ll then be available later as a merchant.
