To do that, defeat Hecate, encounter Hermes in a randomized event, and then brew the “Permeation of Witching-Wards” incantation at the cauldron. That incantation requires three moly, one cinder, and one shadow. Once the Surface is available, garlic cloves can appear in digging spots there.
However, be warned: Melinoë suffers from the Chthonic Fate curse and won’t last long on the Surface unless you counter it. To offset that, brew “Unraveling a Fateful Bond”, which needs two stacks each of nightshade, lotus, moss, and thalamus. Note that moss is also a Surface-only item, though it often appears earlier than garlic so it’s a bit easier to get while the curse is still active.
