The shrine sits at the end of a small mountain path on the northern Oshima Coast. However, you can’t reach this region until Chapter 2, which opens after defeating the Oni and Kitsune and progressing past the Dragon and Spider fights. So, you’ll likely see it only after a good chunk of the main story.
Once the area is unlocked, start from the usual Oshima Coast spawn point and turn east. Then look for a narrow trail that runs behind some trees. If you walk too far and hit the hot spring, you’ve gone past it.

The core rule is simple: all statues must face Mt. Yōtei. Yet the puzzle’s trick is that the statues move together in linked ways, and one statue on a ridge is out of reach. Therefore, you need to use the interaction pattern to rotate multiple statues into the correct orientation.
Mechanics: when you interact with a statue, that statue rotates 90°, while the adjacent statues plus the distant ridge statue rotate 180°. Because of that pattern, you can solve the shrine with a short sequence of moves.
