First, find the puzzle early in Chapter 3, Carnivale. You reach it after picking up the gnome, collecting the lightbulb, and riding the elevator up. The device is a large electrical panel with one big button and several smaller buttons around it.
Next, reveal the hidden clue. On the right side of the room there is a large print with a handle. Pull that handle to reveal a note showing which buttons are black and which are white; the note is the only way to know the correct pattern. 
Then, use the characters correctly depending on who you control. If you play as Alone with CPU Low: hit the large button with your wrench. That activates the device and the CPU Low will automatically shoot the correct smaller buttons according to the note. This is the simpler route.
If you play as Low (either with a friend or alone as Low), the process is different. Low must wait for Alone to hit the large button. After that, Low should shoot arrows at the smaller buttons only when their little lightbulb indicator lights up. Importantly, Low must *only* hit the black buttons that match the revealed note. 
For clarity: watch the lights on each small button. Hit each marked black button the moment its indicator flashes. Do not shoot the white buttons. If done correctly, the panel will power the handle next to the circular area in the room.
Finally, pull the now-powered large handle to open the door and spawn the rotating platform. Once the platform appears, walk back to the previous room and continue through Carnivale.
